According to BugGuide.net I.D. Request Forum, “One of the species of Condylostylus related to sipho.” Long-legged Greenfly of some kind.

These little gleamers just always manage to look stunningly sharp and crisp, almost like someone's drawn over the photo with a quill-tip pen. And the brilliant, green-gold tinged with red - Spectacular.  But one has to wonder, what does a tiny insect like this need such elaborate chromatics  for?
